Thanks to Nik on the HGTV boards for the pattern! This would also work with fabric strips or a large block to measure the 15" wide x 25" long.
Kitchen Towel Plastic Bag Holder
Supplies:
1 Terry Kitchen Towel (approx. 15" wide x 25" long)
3/8" elastic
Accent fabric for top
1. Cut kitchen towel in half making it 12" x 15" (approx)
2. Cut accent fabric 10" long x width of towel (10" x 15")
3. Fold accent fabric in half making it 5" x 15"
4. Sew straight line 1/2" down from folded edge of accent fabric
5. Sew another straight line 1/2" down from the first sewn line (this is the casing for the 3/8" elastic)
6. With right sides together, sew raw edges of accent fabric to raw edge of towel. Zigzag the seam after sewing the two pieces together..you don't have to zigzag if you don't want to.
7. Sew (zigzag) elastic approx 1" from bottom of towel (I sewed mine just above the hem on the towel). Stretch elastic tightly as you sew.
8. Feed a piece of elastic in top casing & tighten up elastic so opening is approx. 10" in diameter. Sew ends of elastic down so it will stay in place.
9. Make fabric hanger. I cut my strip out of a piece of accent fabric approx. 2" wide x 6" long, sewing with right sides together down 6" side then turning right side out.
10. With right sides together, sew up length of bag making sure bag hanger is on the "inside" of the bag so when you turn bag the hanger will be on the outside. You can zig zag this seam if you want.
